This was announced by Censor.NET's Chief Editor Yurii Butusov on his Facebook page.
"The General Staff of the Armed Forces of Ukraine has sabotaged cooperation with NATO on creation of Special Operation Forces (SOF) of Ukraine.
"The main point in military cooperation program between Ukraine and NATO is creation of full-fledged SOF of Ukraine by the example of NATO in order to be able to repulse the Russian threat. NATO has been attempting to conduct the SOF reform for a year now - to no avail. A special trust fund for financing the SOF reform has been created in the NATO mission in Ukraine structure, and donor countries have already allocated initial funding.
"Conducting modern combat activities is not possible without modern Special Operation Forces. SOF are the main instrument in low-intensity local conflicts…. The Crimea annexation operation and Donbas aggression were conducted with wide use of the Special Operation Forces of the Russian Federation, which had been created by Putin on the eve of the war in 2013.
"In May, Chief of Staff Viktor Muzhenko arrived in Brussels, where he once again promised to start creating the SOF and even presented his vision of its development in Ukraine. Those were just plain words, without specifics. In fact, the special operation department of the General Staff has been paralyzed.
"In September 2015 NATO sent two SOF experts to Kyiv. Last week they reported to the NATO mission in Ukraine - there have been no results over the two months. No progress. The Ukrainian military bureaucracy headed by Muzhenko is openly sabotaging the SOF creation, and the trust fund assets remain unused. …
"Another NATO mission on SOF reform is arriving to Kyiv soon, and it will include one of the top NATO experts on SOF creation. He has been trying to make Ukraine create the program for almost a year.
"The NATO mission has many times informed the Presidential Administration about the cooperation sabotage, as long as they could not connect with the General Staff leadership.
"Ukraine is not using help by Western military experts, is not using the trust fund assets, not drawing more resources, which NATO is ready to provide for the SOF program.
"I hope that media coverage and requests by the relevant parliamentary committee and MP factions will turn the Ukrainian leaders' attention to the scandalous situation in the realm of the Special Operation Forces of Ukraine. We are the ones to protect our Motherland, not NATO soldiers, thus this is our problem at first place.
"This is direct responsibility of the president and the Chief of Staff…," Butusov wrote.
