He said this in his interview to BBC, Censor.NET reports.
He praised Ukraine's efforts in the debt restructuring, given that an active military conflict in underway in the country.
"The debt restructuring that they have worked through with their international creditors is very significant," Lew said.
The U.S. Treasury Secretary also noted that Russia could make a conciliatory gesture towards Ukraine as well.
"Russia has an option of participating on an equivalent basis with other creditors - the government of Ukraine has made that available. The other creditors have done what, as responsible creditors, should have done, which is recognize that restructuring, which gives Ukraine a pathway back to economic growth, is critically important both for Ukraine, for stability in the region, and ultimately, in terms of their ability to repay their obligations," Lew said.
"I hope Russia reconsiders their position on the debt restructure," he added.
