In particular, the foreigners and stateless persons who stay in Ukraine on legal grounds, have no previous convictions, and meet the requirements of military service, will be granted permission to serve under the contract.
The probation period of two months will be established for such persons, while the pay service will be provided at the level envisaged for the Ukrainian citizens serving under the contract.
Foreigners and stateless persons performing military service under contract in the Armed Forces will also be granted military ranks for the life term. The granting of officer ranks of the Armed Forces to the foreigners is possible only after they gain Ukrainian citizenship in accordance with the law.
Social protection of military personnel will be carried out in accordance with the Law on military duty and military service.
Persons who have served in the Armed Forces over three years will be granted permission to immigrate within the immigration quota, established by the Cabinet of Ministers.
In addition, a person intentionally recruited locally or abroad in order to be engaged in an armed conflict, who directly participates in combats, being neither a citizen of a party to the conflict nor a resident of the territory controlled by such a party, as well as being not a member of the Armed Forces, will be recognized as a mercenary.
Rrecruitment, financing, provision of material needs, training, and employment of mercenaries will be punished by imprisonment for a term of five to 10 years while the same acts committed by malfeasance will be punished by deprivation of liberty for a period of seven to 20 years.
If the mentioned actions have led to loss of life, they will be punished by imprisonment for the term of 10 to 15 years or life imprisonment.
A mercenary will be imprisoned for a term of five to 10 years for participation in combats.
