This was announced by Censor.NET's Chief Editor Yurii Butusov on his Facebook page.
"Popasna hydraulic unit -- the strategic object supplying water to most of the Russia-occupied areas of the Luhansk region -- is at the brink of stop. The unit needs urgent repair of worn off aggregates and conduction of routine maintenance.
"For the past year and a half the occupied territories are being supplied with water at Ukraine's expense - the Russians pay nothing for use, decontamination, and supply of the water. Ukraine has been in fact financing the water unit for year and a half at a sacrifice, for the sake of civilians residing in occupation. But now the situation is critical," Butusov wrote.
The journalist said that old equipment of the unit needed to be urgently repaired before winter season, otherwise Luhansk city might be left without water. Heating system and a few operating manufacturing businesses might stop working as well.
Butusov says Russia does not recognize and refuses to pay the debt of 400 mln UAH ($17 mln) for the water, while Ukraine keeps paying salaries and has no indebtedness to the entity. According to him, Russian authorities do it on purpose in order to provoke local people leave the Donbas so that they are not obliged to care for people's welfare.
"If the water station stops, more city residents will leave the Donbas. The critical situation requires urgent measures to be taken," Butusov wrote.
