He also told that it became easier to restore infrastructure in the region due to the armistice.
"The water and power supply has been restored in numerous locations. The military themselves are ready to provide assistance to civilians: the people address them with basic requests to help get some coal or glaze windows and the military always meet them halfway. The main problem is funding. Volunteers provide substantial assistance," he said.
