 Property and land registers made public

The State Register of Property Rights to Real Estate and the State Land Cadastre have been presented today, Oct. 6, at a meeting of the Parliamentary Committee on Preventing and Combating Corruption.

The Unified State Register of Vehicles has not been opened for general public. An Interior Ministry representative said it was due to lack of time: it is necessary to combine local and regional databases of vehicles. The date when it could be accessed has not been named, Censor.NET reports.

One can get information from the property register not only by real estate object but also by name.

To obtain an extract, one should pay UAH 17 (about $0,80) and a commission of UAH 3. The register is now running in a test mode.

Justice Minister Pavlo Petrenko said: "Prosecution of officials through a criminal responsibility for taking a bribe and being caught by law enforcers is effective, but it does not solve the problem of corruption." According to him, the most effective mechanism is the transparency of information. "When an official knows that he is under public scrutiny, he will think twice before taking to corruption," he stressed.

The State Land Cadastre can be accessed for free. Search can be done by the cadastral number of a land plot or by choosing an object on the map, search by name is impossible.

Yehor Sobolev, committee's chairman, stressed that it would be more expedient to combine the registers of the Ministry of Justice and the State Service of Ukraine for Geodesy, Cartography and Cadastre, which would make them more efficient in terms of using.

As previously reported, Aug. 6, the Ukrainian president signed the law on amendments to some laws of Ukraine regarding strengthening transparency in terms of property relations in order to prevent corruption." Sept. 30, the Cabinet of Ministers adopted a resolution providing for opening all property registers and searching information not only by object but also by name.
