Defense Minister Stepan Poltorak says the withdrawal of weapons under 100-mm in the Donbas, agreed lately in Minsk, is not to start on Sept. 30 due to pro-Russian militants' attacks.

"According to the deal, it comes in force after the cease-fire is observed for two days. Today it failed to come in force as there was one provocative attack after midnight," Poltorak said.
