National Security and Defense Council of Ukraine Secretary Oleksandr Turchynov stated, Censor.NET reports citing the press service of the agency.
"The military authorities of Russia have completed the creation of a powerful ground major unit in the occupied territories of Donbas, which consists of two army corps, trained to conduct active offensive operations. The command and provisioning of the 1st and 2nd army corps are performed by the specially created 12th command of the Southern District of the Russian Armed Forces reserve (its headquarters is located in the city of Novocherkassk in the Rostov region of the Russian Federation). The major command and staff positions in these army corps are held by the Russian career officers. Up to 40 percent of the corps' soldiers are the residents of the occupied territory of the Donetsk and Luhansk regions. The rest is career soldiers and mercenaries from Russia, who gained combat experience during the war in the east of Ukraine and in the flash points of the Russian Federation. The manpower of two corps amounts up to 35,000 soldiers. In addition, there is 9,000 men strong military reserve of the Russian Armed Forces consisting of 21 task groups (15 battalion task groups and six company task groups) in the occupied territories. Another 53 task groups of the Russian Federation Armed Forces (39 battalion task groups and 14 company task groups), which are 50,500 men strong, have been deployed at the eastern border of our country.
The peculiar formation and operation of the 1st and 2nd Army Corps indicate that the Russians have chosen for their creation the model tested and endorsed by German authorities during World War II also known as 'Waffen SS'
"'Waffen SS' are the military units of SS (Schutzstaffel, "Protective Squadron") that participated in the battles during World War II. Hitler authorized the formation of units composed largely or solely of foreign volunteers and conscripts because Germany's own mobilization resources were limited. According to the official politics of the time, initially the membership in the Wehrmacht (Armed Forces) was only open to people of Germanic "Aryan" origin. SS had no such restrictions thus special Waffen-divisions consisting of foreign volunteers were created within it and were usually formed on grounds of race or religion. The command of the Waffen-divisions consisted of German SS regular officers while volunteers from the occupied countries were conscripted as privates or company officers acting as food for powder.
This is the approach the General Staff of the Armed Forces of the Russian Federation followed creating military units to conduct combat operations in the east of Ukraine," the NSDC secretary said.
