 General Staff announced its version of Ilovaisk tragedy - Chief of Staff and President clean-handed

General Staff of the Armed Forces of Ukraine has issued a 24-page document entitled "Analysis of the anti-terrorist operation and consequences of the Russian invasion in Ukraine in August-September 2014."

The report has been prepared by the General Staff in cooperation with the Central Research Institute of the Armed Forces of Ukraine "to answer a fair question of the Ukrainian people, tell the truth about Ukraine's victories and defeats in August and September 2014, as well as their preconditions and consequences," Censor.NET reports citing the Defense Ministry press service.

"In early August last year, Ukraine had been for about two months into active phase of the anti-terrorist operation aimed at force liberation of the Donetsk and Luhansk regions. During this period, the ATO forces regained control of about 60% of territories of the two regions. Donetsk and Luhansk were blocked from the north, west and south . Only from the east, primarily from the territory of the Russian Federation, militants could receive weapons and reinforcement. For the purpose of the final liberation of the territories occupied by militants the ATO command's plan in August provided for: restoring control over the state border with the Russian Federation; splitting the territory controlled by militants in several parts; surrounding major militant groups and forcing them to surrender their weapons or destroying them in case of resistance," the statement reads.

However, as stated in the report, on the night of Aug. 25, 2014, Russia intruded the territory of Ukraine with eight battalion tactical groups totaling to more than four thousand soldiers. The enemy received quantitative advantage.

"This resulted in a number of significant risks to Ukrainian military: encirclement of the Ukrainian troops south of Luhansk and cutting behind the ATO forces in the area of the Debaltseve by four battalion tactical groups of the Armed Forces of the Russian Federation; after a powerful artillery strike from the territory of the Russian Federation, which involved about 200 guns, and subsequent invasion of Russian troops, a Ukrainian group of about 1,200 fighters was encircled near Ilovaisk, with a threat for Mariupol to be encircled as well," the General Staff stressed.

"Therefore, the ATO leadership decided on withdrawal of individual units north of Luhansk and strengthening of defense of the so-called Bakhmutska highway. To help the troops out from the encirclement a reserve of the 79th and 95th Airmobile Brigades of up 2,000 people was formed. The operation was scheduled for 1-2 Sep., 2014. However, as a result of massive fire on the Ukrainian volunteer units near Ilovaisk, at the tactical level, it was decided to withdraw Ukrainian units ahead of schedule under the guarantees of the Russian military - Aug. 29, 2015. Russian armed forces breached the agreement and in fact destroyed Ukrainian units moving out in corridor. These and other crimes of the Russian leadership and its armed forces in Ukraine are jointly investigated by the Prosecutor General's Office and the Security Service of Ukraine as crimes against peace, human security and international rule of law," the General Staff explained.

"During Sep. 2-5, 2014, the reserve intended for lifting the blockade carried out raids in the area of Komsomolske - Telmanovo - Novoazovsk - Starolaspa to stop further advance of the enemy on Mariupol. Intense fighting went on until Sep. 5, 2014. At the same time, negotiations were held at the state level resulting in cease-fire and establishment of the demarcation line to search for further diplomatic solution," the General Staff resumed.
