"War in Donbas - current situation.
"Scenario of the conflict has changed - Putin is playing de-escalation spectacle. But he doesn't intend to end the war. Russia will not let troops withdrawal, as the war is its main leverage over authorities and the people in Ukraine.
"His main objective is legal recognition of the occupied territories.
"The lasting war is intended to demoralize, fatigue, and force to agree to any conditions.
"The simmering conflict enables Russia to wage the war with minimal costs and forces. While under sanctions, it is very important for Putin to turn the war into an economic one. The Kremlin has very limited human resources to continue the war. The front line is lengthy, and incentives to attract mercenaries are few. Before, the outlaws could plunder, and now all the territories are split among warlords coordinated by the Russian special services.
"There is no sole diplomatic solution. It must be comprehensive. Putin continues to wage an attrition war, so he must be forced out of the Donbas and Crimea through a comprehensive effort of a diplomatic, military, economic and informational nature.
"There are no signs of Russian invasion of other regions of Ukraine, though the threat remains hypothetical.
"The war of small groups and artillery attacks in the Donbas will prevail," Butusov wrote.
