Ukraine has fulfilled its obligations being ahead of dates of the amendments to the Constitution as regards the local self-government special procedures.

As reported by Censor.NET citing Radio Svoboda, this was reported by the Ukrainian President Petro Poroshenko in an ICTV channel interview.

"Ukraine is obliged to pass changes to the Constitution. We are going ahead of the schedule. The 11th paragrapgh is de facto fulfilled. We have launched the constitutional process. The law on special status is passed along with the local self-government special procedures. The mechanism is clear and Ukraine has fulfilled its obligations," Poroshenko said.

According to him, today Russia should embark on implementing its commitments under the issue in question.

"Until the end of the year, Russia must withdraw the illegal armed units, as well as close the border for the Ukrainian side to regain control over its part," he added.

He also expressed a belief that as soon as the control is regained these territories would immediately return under the Ukrainian flag.
