 OSCE acknowledged terrorists' Debaltseve occupation a direct violation on Minsk agreements

OSCE Monitoring Mission (SMM) stated that the terrorists' seizure of Debaltseve city, the Donetsk region, was a direct violation of the Minsk agreements.

As reported by Censor.NET citing TSN, this was announced by deputy head of the OSCE SMM to Ukraine Alexander Hug in his interview for Die Presse.

Hug explained that the monitoring mission recorded a direct violation of the agreement, which was the city occupation by the terrorists.

SMM deputy head also noted that observers have no right to participate in agreements realization. This has to be done by the conflicting parties themselves.

"We only accompany the process. We show the facts as they are. Others should draw conclusions," Hug said, as translated from his comments to Die Presse. He also added that the situation between the parties to the conflict significantly changed since February (when the second Minsk agreements were signed - ed.).

"We have to understand that cease-fire agreements for this scale of conflict would not bring peace overnight. It takes time for the parties to start trusting each other. If we compare today's situation to that of early February, we can say there is some truce," the SMM deputy head believes.

As reported earlier, the so-called 'DPR' 'government' announced they would not hold 'local elections' in cities and villages that were Ukraine's government-controlled as of Sept. 19, 2014 (when the first Minsk agreement was signed - ed.). Debaltseve was included in the list.
