The NSDC War Cabinet is a working body of the National Security and Defense Council during a special period. Its main objective is to discuss proposals for the use of forces and means of the security and defense sector agencies to repel armed aggression; the identification of needs in personnel, weapons, military equipment, supplies, fuel, funds, and information, as well as the need for military assistance from foreign countries and international organizations; adjustment of the national economy to function under conditions of the special period and the decision on the general or partial mobilization, demobilization.
The president is the Chairman of the War Cabinet, while its Secretary is the National Security and Defense Council's one. The PM, Minister of Internal Affairs, Minister of Foreign Affairs, Minister of Defense, Chairman of the Security Service of Ukraine, Chief of General Staff of the Armed Forces, Chairman of the State Border Guard Service, Commander of the National Guard, Head of the Presidential Administration, as well as Speaker of the Parliament with the consent of the Verkhovna Rada are also members of the War Cabinet.
