"We just opened a center for quick and non-corrupted administrative services, which will be opened in October within presidential program of de-bureaucratization and decentralization and our anti-corruption program," he wrote.
"We need a center where all certificates, passports, buy and sell contracts, company registration will take minutes instead of months, without bribes. ... We raised funds from international organizations and will pay salaries so that employees would look people in the eyes, not hands or pockets. This center is a part of President Poroshenko's program of 4Ds and includes two Ds: deregulation and decentralization," Saakashvili stressed.
The Memorandum was signed by Justice Minister Pavlo Petrenko, Head of Odesa Regional State Administration Mikheil Saakashvili, Odesa mayor Hennadii Trukhanov, and director of International fundraising organization East Europe Foundation Viktor Liakh.
