 Appointments to State Fiscal Service in the Odesa region will be conducted under highest standards, governor Saakashvili says

Odesa regional customs service will be reformed by the Georgian example.

This was announced by Odesa governor Mikheil Saakashvili in his interview to Censor.NET.

"Amendments to legal framework shall be done immediately," he said. "We have to implement the system of customs processing by the example of the European model implemented in Georgia as soon as possible. This is, to simplify all customs procedures, to introduce electronic document workflow, to fight corruption at the customs by changing the top management and holding contests for positions."

The governor stressed that human resources management at the customs was a keystone for sector reforming.

"We will do all we can in order to earn confidence of the society. It will be difficult at first, but the result will come if many good people join together to build a new Ukraine, to make this country prosperous and modern for their children. Certainly, we want to change HR management radically," Saakashvili said.

The governor said the State Fiscal Service head Roman Nasirov told him that contest for positions with the SFS in the Odesa region would be held according to modern standards, with participation of the community, and under State Administration control. The process has been launched, Saakashvili said.

All governor's steps of the experiment implementation of the reforms in the Odesa region have been agreed upon with the president and the prime minister.

"We don't have time for warming up. I really expect that all branches of power support us. We need to implement the customs office experiments within two months," Saakashvili said. He added that Prime Minister Yatseniuk promised to allocate 50% of all excess proceeds from the Odesa regional customs for road construction in the Odesa region," the governor concluded.
