According to him, the rescuers of the State Emergency Service demonstrated courage in the fight against the fire, and did their best to isolate the fire, "even at the cost of their lives - three rescuers were killed while performing their duties." "At the same time, five people were killed as a result of the fire," he added.
However, the NSDC Secretary stressed that the fight against the fire revealed extremely low level of equpage of fire fighters: lack of modern means of protection and fire suppression. "This problem must be solved as soon as possible, even in an extremely difficult financial situation which Ukraine is in, because the losses inflicted by the fire are much greater than the cost of the new equipment," he said, adding that human lives are priceless.
In addition, Turchynov said that another issue is the illegal construction of a tank farm by Yanukovych's henchmen "right behind the fence of the military base with the aim to use logistics infrastructure built by the military free of charge. Now we can say that a large arsenal of weapons of considerable power was stored in the territory of the military base that ran the Vasylkiv military airfield," - he said, adding that the military managed to remove the whole arsenal of dangerous munitions in extremely difficult conditions, having protected the warehouses from spreading fire which burned just several dozens of meters away." "Defence Minister Stepan Poltorak personally ran the operation," Turchynov said.
He also noted that the decision to evacuate people from the 10-kilometer zone was abolished only after the report of the Minister of Defense and State Emergency Service head that the fire no longer endangered the military warehouses.
The NSDC Secretary stressed that the fight against corruption "that pervades the entire country" remains the pressing matter. "The tank farm was built by the closest associates of Yanukovych illegally and without any permits. Moreover, the investigation considers the theory that the fire was not an accident - it was an arson to hide the petroleum products which were subject the investigation conducted by the Interior Ministry," - he said, adding that all criminals involved in this tragedy, as well as those who turned a blind eye to the construction of a flammable facility next to the military arsenals, will be charged with criminal liability.
Turchynov said that the relevant agencies have been instructed to inspect all military bases and arsenals with respect to a dangerous adjacency and bring the surrounding territory into compliance with the current regulations and laws. "I want to thank all the rescuers and military personnel, who conscientiously do their duty and to express condolences to the families of the victims," the Secretary of the National Security Council summed up.
