Avakov noted that "the Main Investigation Department of the Interior Ministry is conducting a pre-trial investigation of the DERZHІNVESTPROEKT (State Investment Project - ed.) officials' activities under Articles 191 and 209 of the Criminal Code of Ukraine (embezzlement of public funds and legalization of proceeds from crime).
"It has been established that in 2012-2013, officials of Derzhіnvestproekt, by prior agreement with officials of other state-owned enterprises, took possession of monetary funds in the amount of about 2,000,000,000 hryvnia (TWO BILLION HRYVNIA) allocated from the state budget of Ukraine, as well as from the funds invested by the People's Republic of China for the implementation of Ukraine's national projects.
"Currently the criminal seizure of public funds provided as loans to Borzhava Resort LLC (165 million UAH) And the Borysfen LLC Trading House (94.2 million UAH.) is being actively investigated in the criminal proceedings.
"The investigation revealed that these companies used the obtained public funds mainly to buy foreign currency and its further transfer to non-resident companies for the purchase of shares and stakes in Ukrainian enterprises. These recipients of loans were previously directly or indirectly associated with the management of Derzhіnvestproekt, including Kaskiv.
"And you are still asking me where Liovochkin got the money to buy Inter? (Leading Ukrainian TV channel - ed.) Where he got the money to buy marginalized lawmakers through Kaskiv, organize and arrange payments for hired protesters?" Avakov wrote.
"These are simple chains, simple billions of not so simple men, playing their own selfish political games with millions of Ukrainians using stolen money…
"Osthem - Firtash - Liovochkin - 5.7 billion in losses, Derzhinvestproekt - Kaskiv- Liovochkin - 2 billion, Inter TV channel - forged signature of Pluzhnykov (previous owner of the channel - ed.) - Liovochkin - …, Yanukovych - and the head of his presidential administration Liovochkin ... countless allusions and chains ... But things are moving," the interior minister noted.
Avakov says that Kaskiv will not be able to hide from the investigation. "I think, based on a decision of a Ukrainian court, the Interpol will place this person on the wanted list," the minister summed up.
