He noted that two options to restore peace in the Donbas are currently discussed. The first one is creation of four working groups which will work simultaneously with the trilateral contact group.
"The second option is introduction of peacekeepers. It is the way to ensure the implementation of Minsk agreements. It is not the idea to replace Minsk accords by a peacekeeping effort... If Minsk cease-fire deal is observed during certain period of time in the Donbas, we will be able to manage without peacekeepers... But we are going to promote the idea of peacekeepers until that time, as long as there are troubles," he said.
Regarding the forecasts on escalation of the conflict, Kuleba said: "The Russians have never attacked without reason. Do you remember Ilovaisk? They were pulling the "LPR" and "DPR" through. Then there was Debaltseve. It was the transportation hub, as you know... In addition, the onslaught on Debaltseve was committed prior to the next negotiations in Minsk. They wanted Ukraine to be weakened in these negotiations. But we managed to defend several very important entries because our troops were holding Debaltseve. The next escalation might be aimed to achieve some kind of political or economic goal."
It should be reminded that the representative of Ukraine to the European Union Kostiantyn Yelisieiev considers the introduction of the EU peacekeeping mission to Ukraine to be more real than the creation of peacekeeping mission of the UN, where Russia has veto power. But at the same time the European Union does not plan to introduce peacekeeping mission in the Donbas in the near future.
