According to the Department of State representative, the U.S. officials have publicly stated that if the Normandy format participants agree, America can play certain role during consultation or at a negotiating table.
At the same time, she said that even if Washington and Brussels are not directly involved in the negotiations, it does not mean that the U.S. and the EU do not play an overall role behind the scenes at the bilateral level and in terms of messages for Ukraine and Russia. Nuland explained that the support of Ukraine's economic, political, and security fields is meant on the one hand, and the policy of sanctions, with the help of which the United States and the European Union together provide a framework for diplomacy, on the other.
Nuland also noted that the United States wants to see Ukraine a prosperous, democratic, stable, and holistic European state in the future.
The Department of State representative also answered why the West believes that there is no military solution to the conflict in Ukraine while the military presence in Europe is being increased. According to her, NATO is forced to strengthen the defense in Eastern Europe due to unpredictability of Russia's actions like it was in Crimea and then in the Eastern Ukraine, while no one has thought of it before. Victoria Nuland added that it is absolutely necessary to do it now.
