 OSCE: Russian separatists do not allow observers to monitor the border with Russia – a base with reinforcements is probably situated there

The OSCE SMM observers’ activities are acutely hampered in the separatists-controlled areas.

OSCE Special Monitoring Mission Deputy Head Alexander Hug said in an interview with German n-tv outlet, Censor.NET reports citing Deutsche Welle.

According to him, on the one hand, the monitoring is encumbered because the security regulations prohibit sending unarmed observers to the sites where their lives may be endangered. On the other hand, the separatists do not allow the observers to visit certain areas, particularly the territory adjacent to the border with Russia.

"There, we assume, a permanent logistics base, supplying the separatists, is situated," Hug said. The SMM deputy head also noted that the task of the mission does not imply that the observers interfere with operations on the possible redeployment of reinforcements from the Russian Federation by the separatists. "We are called to describe the situation on the ground. The observers have reported several times about the deployment of heavy weapons from the east in the direction of the front line and the presence of special weapons."
