"We also introduce the practice of concession roads. I spoke with our Western partners - they are ready to build roads of European quality in Ukraine," he said.
The minister proposed the Cabinet to agree on the terms of the concession tender for the construction of the Lviv-Krakovets road.
"We are actively looking for an expert - European, who, in the near future, will be overseeing the use of the money allocated by the Cabinet for the next two months. This is 1 billion UAH for Ukravtodor and additional 700 million UAH for the Zakarpattia region," Pyvovarskyi said.
Ukravtodor will cease to exist in the form we know today. We will transfer local and regional roads to local authorities ... The government is decentralizing the road sector and decentralizing operational capacity," the minister said.
According to him, Ukravtodor in its reduced form will continue to be responsible only for part of the roads and stop being a structure that is the customer, contractor and supervisor of road construction.
Ukravtodor will cease to control itself, we will create a system of independent quality control. The ministry seeks a foreign structure which will oversee the quality of road works," Pyvovarskyi said.
Speaking about the prospects of development of roads, the head of the Infrastructure Ministry stressed: "Today, 97% of roads are in poor condition. Under this program, by 2020 there will be only 10% of roads in poor condition.
