His statement reads: "The Security Service of Ukraine obtained reliable information confirming the Russian Federation Defense Ministry generalship participation in the military aggression against Ukraine within the measures aimed at detecting and suppressing the Russian secret services' activity in the Donetsk region, in particular, the involvement in the so-called DPR terrorists' activities.
"It was found that the citizen of the Russian Federation, Chief Of Staff with the call sign Alagir is currently in Donetsk within the rotational assignment running the Operational Headquarters since January 2015 coordinating military operations with the participation of representatives of illegal armed formations of the Russian Federation (both regular servicemen and mercenaries) on the temporarily occupied territories of the Donetsk region with involvement of the Russian military equipment, radars and electronic intelligence systems.
"We are talking about Major General Alexey Zavizion, born May 13, 1965 in the city of Narva (Estonia)," Lubkivskyi wrote.
"Zavizion's service record reads that he graduated from the Chelyabinsk Higher Tank Command School in 1986, Malinovsky Military Armored Forces Academy in 1997. He has served in the Trans-Baikal Military District since 1986. He has participated in combat operations in Chechnya as commander of the 15th Motorized Rifle Regiment. Zavizion served as the chief of staff - deputy commander of the 4th Guards Kantemirovskaya Tank Division of the 20th Army of the Moscow Military District until 2006. He was the commander of the 201st Gatchina military base (Tajikistan) until 2009.
"According to his responsibilities, Alagir is the person in charge of deployment of artillery, MLRSes, heavy equipment and manpower consisting of the militants and the Russian soldiers in key areas of military operations on the occupied territory in the Donetsk region. Major bloody attacks on Ukrainian cities, particularly on Kramatorsk and Mariupol, were carried out under his direct command and coordination.
"Major-General Andrey Guruliov is Zavizion's possible connection and replacement in Ukraine (his curriculum vitae is attached below).
"SBU keeps taking counterintelligence measures to identify and record enemy plans and intentions," Lubkivskyi wrote.
