"We know that regular units of the Russian army took part in the seizure of Debaltseve, the hostilities, which continued even after the Minsk agreements had been due to come into force. Russia has sent hundreds and hundreds of pieces of heavy weaponry since December, since a cease-fire, including those which were used in the attack on Debaltseve," the diplomat said.
"We consider that the Russian generals are involved in the conflict in Donbas, and the Russian officers run tactical military operations in Donbas. We know that Russia is using modern radar-guided surface-to-air missile system," the ambassador noted.
Pyatt added that "this conflict can be stopped with one phone call - the call from President Putin."
