This is stated in the response letter of Naftohaz Ukrainy Chairman of the Board Andrii Kobolev to Gazprom's Chairman Alexey Miller, Censor.NET reports citing the press service of the Ukrainian company.
"Under the current conditions of gas supplies to Ukraine, Naftohaz independently determines the schedule and volume of the prepayment. Gazprom is obliged to deliver the prepaid volume ordered under the contract in full," Kobolev said.
The head of Naftohaz also reported that as of Feb. 25 the volume of gas prepaid in accordance with the terms of the contract constitutes more than 206 million cbm, and the company plans its extraction in the remaining days of the current month.
In addition, Kobolev once again drew Miller's attention to the fact that items 3.8 and 3.9 of the Technical Agreement, to which Gazprom refers in today's letter, state that the supply of gas and the change of delivery points is carried out only by mutual consent of the parties.
"The Ukrainian company repeatedly informed Gazprom that gas volumes supplied to Ukraine cannot be accepted and documented at Platovo and Prokhorovka gas metering stations, because the pipelines entering the Ukrainian gas transportation system after these stations are located in areas exposed to armed hostilities including shelling, and are temporarily uncontrolled by the legitimate authorities of Ukraine. In this regard, Naftohaz is not able to control the state of the gas transportation infrastructure in these areas, and gas supply to these GMS can lead to emergencies and man-made disasters," the company's press service stated.
Naftohaz has once again recommended that Gazprom deliver prepaid volumes of natural gas under the existing contract of January 2009 and its Addendum dated October 2014, as well as gas for further transit through the territory of Ukraine under the contract of January 2009 solely to the points of reception and transmission of gas referred to in daily faxes of Ukrtranshaz.
"Gas supplies to Europe cannot be and never have been carried out through Platovo and Prokhorovka GMS," the press-service added.
