"Our position is clear and distinct. First, certain amendment to the existing memoranda may be finally signed at this meeting, but Zakharchenko and Plotnitskii, the persons who signed these documents, who have some power, must be present. Let's leave those Pushilin and Deinego to the experts," the former president said.

Kuchma said that the key decisions in negotiations are taken not by the "DPR" and "LPR" representatives but by those of Russia. He also noted that the "DPR" and "LPR" representatives are being negotiated with not only in Minsk, but also via video conference. "Our contact group is situated here in Kyiv in the OSCE office while they are in the Donbas - in Luhansk and Donetsk, on the other side. So we continue carrying negotiations," he said.
