 Poroshenko approves additional measures to ensure partial mobilization

President of Ukraine Petro Poroshenko signed a decree on additional measures to ensure the holding of partial mobilization in 2015.

Poroshenko instructed the Cabinet of Ministers to ensure the establishment of rules and regulations application for a number of legislative acts concerning the mobilization, Censor.NET reports citing the press service of the head of state.

According to the decree, the government should consider legislative regulation regarding travelling abroad of Ukrainian citizens subject to military conscription under mobilization for a special period.

The document also notes that the Cabinet shall develop and submit to the Verkhovna Rada the bills to amend the Law of Ukraine "On Military Duty and Military Service" regarding settlement of the dismissal of the troops from the military service under mobilization (in a special period) to ensure rotation of the personnel; the doctrine of social protection and psychological rehabilitation of the persons injured or wounded during the military service in Ukraine.

The General Staff of the Armed Forces of Ukraine should take immediate action to staff the military enlistment offices (commissariats - ed.) with servicemen with the appropriate level of training, in particular mobilization matters, and work through the issue of increasing the effectiveness of military management, especially through their staffing by reserve officers.

The Ministry of Defense together with the Ministry of Health and the Ministry of Social Policy should provide social and psychological rehabilitation of soldiers - participants of the anti-terrorist operation.

Also, in conjunction with the Ministry of Health, the Defense Ministry will streamline the procedure of medical examination of those liable for service, drafted under mobilization for a special period, and a mechanism to prevent unjustified granting of deferment for health reasons.

Together with the Security Service and Prosecutor General's Office, the Defense Ministry shall take measures to prevent violations of the law of Ukraine during mobilization, including possible corruption in the military enlistment offices.

The decree was signed in order to ensure the transition of the national economy to functioning in the conditions of the special period, mobilization deployment of the Armed Forces of Ukraine and other military formations.
