"The Verkhovna Rada of Ukraine recognizes the Russian Federation as aggressor state," the address to the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the Parliamentary Assembly of the North Atlantic Treaty Organization (NATO) and the national parliaments of the world states.
In this appeal, the Parliament calls on the above-mentioned institutions to acknowledge the Russian aggression against Ukraine and the occupation of its territory, to prevent impunity for perpetrators of crimes against humanity committed by the aggression of Russia against Ukraine, to recognize Russia as the aggressor state that sponsors terrorism and blocks the activity of the UN Security Council. In addition, the Rada calls for "more pressure on the Russian Federation, including through the introduction of new sectoral restrictive measures, sanctions to stop the Russian aggression and force the Russian government to implement in full all the items of the Minsk arrangements.
The parliament asks to "stop the illegal occupation of Crimea, release of all the hostages and Ukrainian citizens illegally detained in the territory of the Russian Federation, including member of the PACE delegation Nadiia Savchenko."
In addition, the MPs are asking to limit the powers of the Russian PACE delegation, until the Russian Federation stops ignoring international norms.
The Rada also asked to provide military assistance to strengthen the defensive capabilities of Ukraine, as well as the provision of humanitarian aid.
The Parliament called for recognition of the self-proclaimed "Donetsk People's Republic" and "Luhansk People's Republic" terrorist organizations.
In addition, it is proposed to appeal to the international community regarding the provision of military and political support of Ukraine and for Russia's exclusion from the UN Security Council as an aggressor, which is blocking the adoption of all UN resolutions on the situation in the Donbas.

"Ukraine remains the object of military aggression by the Russian Federation, which it carries out, among other things, through support of large-scale terrorist attacks. In less than two weeks as a consequence of military attacks and actions of Russian backed terrorists in Volnovakha, Donetsk and Mariupol more than 50 civilian Ukrainians were killed," the statement notes.
"The OSCE Mission confirms that the shelling of Mariupol was conducted from the terrorist controlled territories, and the logic of the tragic events shows that it is planned, bloody provocation aimed at intimidating the civilian population," the statement reads.
"Cynicism of the Kremlin's aggression, which includes support for terrorists at the state level, makes the killing of innocent civilians an everyday phenomenon. The involvement of Russia in such attacks, as the downing of a civilian plane, the tragedies in Volnovakha, Donetsk and Mariupol is apparent," the statement says.
The statement stressed that Crimea is still occupied, and the demands for the termination of aggression and supplying the rebels with weapons and equipment "are ignored by the Kremlin."
