The crisis center, which includes representatives of the Security Service of Ukraine, Ministry of Internal Affairs and the General Prosecutor's Office, was established in Kharkiv, SBU Chairman Valentyn Nalyvaichenko and Interior Minister Arsen Avakov said in a joint statement in connection with an explosion near the Moscow district court of Kharkiv, Censor.NET reports citing Interfax-Ukraine.
"A special operation to track down and arrest perpetrators is underway in the city of Kharkiv. The emergency anti-terrorist measures are taken. 14 people are injured by the explosion as of 09.45 p.m., four of them are in hospitals in a serious condition," the SBU report, issued Monday evening reads.
According to the information, the emergency medical assistance is provided to the victims in conjunction with the local authorities.
"We qualify this bold crime as a terrorist attack. We have directed and focused all the forces and means on its investigation. We will constantly and promptly inform the public on the course of the investigation," Nalyvaichenko said.
The SBU Main Directorate in the Kharkiv region initiated criminal proceedings under the Article 258 (terrorism) of the Criminal Code of Ukraine.
The Security Service and the Interior Ministry are asking everyone to remain calm.
