Because of Russia’s Hybrid Warfare, West Needs to Raise Costs of Defense - NATO

Deputy Secretary-General of the North Atlantic Treaty Organization Alexander Vershbow blamed Russia for destroying the European political framework.

"Russia enjoys legal standing of a state but uses cover of non-state actors to subvert sovereignty of its neighbor Ukraine", Alexander Vershbow wrote in his Twitter on Saturday, Censor.NET reports, citing Interfax-Ukraina.

"Russia's hybrid warfare is a military intimidation plus disguised invasion plus covert arms plus economic blackmail plus diplomatic duplicity and disinformation. As long as Russia fails to comply with international law and seeks to undermine the international order, the West needs to raise costs [of defense]", Vershbow wrote.

"To combat non-state actors like ISIL, it is important to strengthen local forces, so NATO is stepping up defence capacity building. Part of building capacity to improve security includes improving human rights. NGOs are indispensable partners. Russia is now systematically destroying the European political framework. Russia 's unacceptable behavior demands that the West remain committed to principles, raise costs for aggression, strengthen Ukraine", Alexander Vershbow summarized.
