According to the document, the Russian budget revenues are projected at 15.1 trillion rubles with expenses of 15.5 trillion (320 and 330 billion, respectively).
The budget for 2015 was calculated using the average annual exchange rate of the dollar at 37.7 rubles, although the rate of the Central Bank of Nov. 21 was 46.7 rubles.
Russian budget expenditures are formed within the "fiscal rule". According to it, the base oil price is calculated as the average over the last few years and will constitute 96 dollars per barrel in 2015-2017. The price of Urals crude in 2015-2017 is projected at $100 per barrel.
Brent Oil price, which the Russian grade Urals is tied to, is now about $79-80 per barrel.
