This is stated in the decree of the Government #595 of Nov. 7, Censor.NET reports citing the press service of the government.
By this decree the Cabinet approved a temporary order of financing of public institutions, the implementation of social benefits and the provision of financial support to individual businesses and organizations of the Donetsk and Luhansk regions.
According to the document, the list of towns and villages in the territory of which the public authorities temporarily do not carry out its powers or do so in a non-full manner is defined by the Cabinet according to the proposals of the Security Service of Ukraine.
The government instructed the ministries and other central executive bodies, local state administrations to provide by Dec. 1 the relocation of public institutions, enterprises and organizations of the towns under the control of the militants to towns in the territory where the bodies of state authority shall exercise their powers in full.
Also they were instructed to immediately inform the Ministry of Finance as to the change of the location.
In addition, the Cabinet instructed the ministers, heads of local state administrations and heads of public institutions to provide, within one month changes in the staffing, budgets (plans for the use of budget funds) and the statutes (other constituent documents) to reflect changes in the number of employees and the existing conditions for the exercise of their functions.
The Ministry of Energy and Mines, the Ministry of Social Policy, the Ministry of Regional Development, Construction and Housing and Communal Services, the Ministry of Economic Development and Trade, Ministry of Finance, Ministry of Justice, the Donetsk and Luhansk Regional State Administration are to prepare and submit to the Government a draft law on the definition of settlement mechanism for payments for the supplied energy and unpaid fuel in temporarily uncontrolled territories with funds provided for the payment of benefits and subsidies in the area.
