The text of the preliminary report states that "at the heart of the causes that led to the tragedy of Ilovaisk lie fundamental problems in organizing the defense of the country."
According to the commission, a single center was not created for organizing the defense of the country - the General Headquarters of the Commander-in-Chief, and "as a result, a strategic plan for the use of the Armed Forces and other armed groups, as well as law enforcement agencies to repel an armed aggression against Ukraine was not put into effect."
Among the reasons that caused Ilovaisk tragedy, the Commission notes that the martial law was not implemented.
In addition, according to the members of the commission, "wrongful personnel decisions significantly complicated the situation, and inadequate actions of Defense Minister Heletei and Chief of General Staff Muzhenko led to Ilovaisk tragedy."
Head of the commission, MP ("Batkivshchyna" fraction) Andrii Senchenko presented the preliminary report, which, according to him, was supported by eight members of the commission, with three members refusing.
