The group was led by Russian citizen Sergei Rastrigin recruited by the Russian secret services.

Saboteurs had planned capture of administrative buildings of the authorities, terrorist attacks in the communications and transport enterprises, as well as public utilities of the capital, Hitlianska said.
To this end, with the participation of Russian security services there were weapon hidden in Holosiyiv park of the capital; in particular, during the search of the cache the SBU seized antitank grenade launchers, rocket launchers, grenades, and MANPADS.
The saboteurs planned to spend about 65,000 USD on the operation.
In addition, a series of terrorist acts was planned in Kharkiv.
Hitlianska noted that on Oct. 16 in Kharkiv region the SBU detained a former commander of the Interior Troops of the Interior Ministry who was involved in preparation of a series of subversive activities on the eve of elections in Kharkiv.
On Oct. 13 the SBU counterintelligence and the MVD regiment "Azov" detained a suspect in planning terrorist attacks in the Donetsk region, known as the "Crab".
