"During the meeting of the leaders of the LPR terrorist groups, it was stated that the 2/3 of the "Russian aid" is stolen before getting to the militant units. A plan was developed to create a centralized inventory of the "aid" supplied by the Russian Federation, and precise accounting of the issued ammunition, equipment and food to the terrorist groups. Such a plan was previously developed in the DPR, where mass theft of the "aid" was also recorded, but it is realized only in part," Tymchuk wrote.

The Information Resistance group also notes the appearance of smugglers who supply construction materials and food to the DPR from the Ukraine controlled territories.
