"We hope and there is good chance that Putin will back off due to the international pressure in the near future. And we will reclaim our occupied territories ... Most likely, this will be a police operation with no Armed Forces involved," he said.
The minister is confident that such an operation will not require 40,000-strong UN peacekeeping force but will only take 2,000 law enforcers.
Avakov noted that the liberation of the Donbas must be gradual and be carried out consistently through exercising Ukrainian authority and holding elections in every liberated village or city.
According to the law enforcer, surveys indicate that about 60 percent of the Donbas residents are willing to return to peaceful life as part of Ukraine, another 20 percent want to join Russia, and the remaining 20 percent are scared of a possible offensive launched by the Ukrainian troops.
