"Ukraine appreciates Russia's intention to reduce the size of the first tranche payment of gas debt from 2 to 1.45 billion dollars as well as the volume of gas supplies in winter from 5 to 4 billion cubic meters but it is not enough to solve the problem," Prodan said.
"Yes, we agree that it was our proposal. But this is the only article Russia agreed from the entire package. Currently we are talking only about the money. But it is necessary to determine how will be further payment for the gas accomplished," he added.
In addition, the minister said that Ukraine insisted that gas supplies were not prepaid but paid upon receipt of gas, according to the terms of the existing contract. Russia has not agreed this yet.
"If we start making partial payments (for the gas - Ed.), then we need to go back to the provisions of the contract, which determine that the payment for gas is fulfilled upon delivery, but on prepayment basis," Prodan stated.
"We believe that Naftohaz and Gazprom should sign the protocol. Russian side does not agree. Their position is that the signatories should be only the ministers and the European Commissioner," the Minister added.
