As reported by Censor.NET, Ukraine’s Permanent Representative to the Council of Europe Dmytro Kuleba wrote on social media.
"Russia stays at home in 2018. PACE will gather without it. Ukraine has mobilized its partners and managed to foil a powerful attempt to destroy the institutional authority of the Council of Europe for the good of Russians," he wrote on Twitter.
"We have delivered results, although it was unprecedentedly hard to accomplish this time... We have defended not just Ukraine's interest this time. We have also defended the Council of Europe from attempts to destroy its institutional authority in favor of Russia," the diplomat added on Facebook.
On April 10, 2014, the Russian delegation was stripped of the right to vote because of the occupation of Crimea and aggression in the Donbas.
Throughout 2015 and 2016, Russia was also deprived of its voting rights in PACE.
