 Russia's withdrawal from Donbas cease-fire implementation tool is disgrace, US Special Envoy Volker says

Russia's decision to withdraw its officers from the Joint Center for Control and Coordination of cease-fire in the Donbas is a disgrace and it demonstrates complete disregard for attempts to actually deescalate violence.

As reported by Censor.NET citing Ukrinform, this was said by U.S. Special Representative for Ukraine Negotiations Kurt Volker.

He said that Russian officers' withdrawal from the cease-fire implementation center is really a disgrace since violence desperately needs to be deescalated because of recent horrible violations of armistice. 

Volker believes that Russia pretends that its forces and military commanders hold no key of the situation on the ground, therefore, engaging in talks with the separatists to tackle the truce breach issues is quite unrealistic.

Russia’s Foreign Ministry earlier said that the Russian members of the JCCC will leave Ukraine on Dec. 19. The Ukrainian Ministry of Foreign Affairs called the withdrawal of the Russian observers a provocation and an attempt to dodge the responsibility.

The agency expressed indignation over the unilateral decision of the Russian Federation, as a party to the conflict, to withdraw its monitors considering it as "a provocation that substantially undermines the Minsk agreements and the desire to exempt itself from liability for the consequences of the armed aggression against our state."

Both Ukrainian and Russian observers of the JCCC left the areas of the Donbas temporarily occupied by the militants Dec. 7.
