The administration of the President of Ukraine consider three scenarios regarding the humanitarian aid from Russia, including an intrusion into the Ukrainian territory of Russian troops, provocation with the humanitarian aid in the Kharkiv region and customs clearance at the Ukrainian-Russian border under the supervision of the OSCE.

This was stated by press secretary of the Ukrainian Head of State Sviatoslav Tseholko, Censor.NET reports citing Interfax-Ukraine.

"As of today, we have three scenarios of how the situation may develop. First, a direct invasion of the territory of Ukraine under the pretext of providing humanitarian assistance. Second, provocation with the convoy in the Kharkiv region with a high probability of military aggression from Russia. And a third option: help to Luhansk passes through a crossing point closest to this Ukrainian city. Our customs, border guards and OSCE representatives will be able to scan the goods at the Ukrainian-Russian border. The mission will move through the territory controlled by the militants, and after arriving to Luhansk the Red Cross will allocate aid among local residents," he said at a briefing in Kyiv on Wednesday.

Tseholko noted that the decision to accept the humanitarian aid from Russia and thus prevent a large-scale invasion was made at the general meeting on the night of August 12 with the participation of the President, the Prime Minister, the Chairman of the Verkhovna Rada, as well as Ministers of the power block.
