"People who have been deceived by the Kremlin propaganda, who mistakenly took up arms but made no harm to the Armed Forces and did not participate in torture, shall not incur any penalties. If this is proved, they will be released," the speaker of the National Security and Defense Council said.
At the same time, even those who killed and tortured are guaranteed a fair trial. "Persons involved in combat operations that have blood on their hands, will be sued according to the norms of the current legislation of Ukraine," Lysenko said.
