The draft suggests the possibility of introducing a special period in the fuel and energy complex in case of the energy resources supply to the territory of Ukraine is restricted or disrupted. The main proposal of the deputies to the bill is the introduction of the special period by the decision of the Cabinet.
MPs insisted that the introduction of such a period should be adopted in parliament. Speaker Oleksandr Turchynov noted that the proposal could be taken into account when finalizing the bill to a second reading.
Deputies also took as a basis the draft amendments to some Acts of Ukraine concerning the reform of the gas transportation system management (№ 4116a). 229 deputies voted for it.
The draft envisages the creation of the operator of the unified gas transportation system of Ukraine. Thus the operator can be a business entity, which founder or the owner is the state or the state owns at least 51% of corporate rights, as well as a legal entity that is a resident of the EU, the U.S. or the European Energy Community. Prime Minister Yatsenyuk stressed that Ukrainian gas transportation system will be still 100% state-owned. Ukraine will also remain the majority shareholder.
Parliament lacked the votes to adopt these laws yesterday.
