During the meeting, the President presented a 14-point peace plan for the eastern part of the country. In particular, Petro Poroshenko noted the importance of amending the Constitution of Ukraine concerning the decentralization of power. The President noted that the relevant draft of the Constitution amendments will be sent to the Venice Commission. "Our goal is not war, our goal is peace," he stressed.
"The key element is that the President voluntarily renounces the ability to appoint governors and chairmen of district administrations, we hold early local elections and the elected members form the local councils which in turn form the executive committee," he said.
Poroshenko stated that together with EU partners, they have developed a program of economic recovery of the Donbas - create jobs in eastern Ukraine with investment perspectives and a draft program for the economic reconstruction of the region.
The President believes that a portion of state taxes must remain at the disposal of the local authorities. "In particular, 25% of income tax should remain to be a motivating factor," he stressed.
