This was stated by NATO Secretary General Anders Fogh Rasmussen in an interview with TSN.
"Our doors are always open to European democracies that meet the necessary requirements. Back in 2008, in Bucharest, we decided that Ukraine will become a member of NATO if it wants to and if it complies with the relevant criteria. Meanwhile, Ukraine has decided to remain nonaligned country. We fully respect that. We will continue to cooperate in the framework of NATO-Ukraine Commission that already exists," he said.
