 Rybak Proposes to Allow Supreme Court to Change Constitution

Verkhovna Rada Chairman Volodymyr Rybak advocates a return to the Supreme Court of Ukraine of the right to legislative initiative in amending the Constitution.

He said this speaking on March 11 at the solemn meeting on the occasion of the 90th anniversary of the Supreme Court, the Rada press service reports.

"The Supreme Court had this right prior to 1996. Indeed, experience shows that a segment of the judges' activities in the legislation is very broad, and the initiative of the Supreme Court of Ukraine to modernize the legal framework and specific laws, will be useful as ever for a single legislative body," Rybak said.

Rybak also noted the importance of upgrading the status of the Supreme Court.

"The key is a common goal - to bring the judicial system to people, to the rule of their rights and freedoms, to ensure maximum openness of courts and access to equal justice for every citizen," said the Speaker.

"Therefore, together with the Supreme Court, we (Verkhovna Rada) should improve the criminal, civil and commercial procedural law, especially given the peculiarities of the judicial profession.

The Parliament and the Supreme Court should work together to improve the mechanism for qualification of applicants and indefinite appointment, to provide legal guarantees of fair administration of justice, with the participation of effective advocacy, to create the conditions for the introduction of the law on legal public help," says Rybak.
