 Rybak Proposes to Allow Supreme Court to Change Constitution

Verkhovna Rada Chairman Volodymyr Rybak advocates a return to the Supreme Court of Ukraine of the right to legislative initiative in amending the Constitution.

He saidthis speaking on March 11 at the solemn meeting on the occasion ofthe 90th anniversary of the Supreme Court, the Rada press servicereports.

"The Supreme Court had this right prior to 1996.Indeed, experience shows that a segment of the judges' activitiesin the legislation is very broad, and the initiative of the SupremeCourt of Ukraine to modernize the legal framework and specificlaws, will be useful as ever for a single legislative body," Rybaksaid.

Rybak also noted the importance of upgrading thestatus of the Supreme Court.

"The key is a common goal - to bring thejudicial system to people, to the rule of their rights andfreedoms, to ensure maximum openness of courts and access to equaljustice for every citizen," said the Speaker.

"Therefore, together with the Supreme Court, we(Verkhovna Rada) should improve the criminal, civil and commercialprocedural law, especially given the peculiarities of the judicialprofession.

The Parliament and the Supreme Court should worktogether to improve the mechanism for qualification of applicantsand indefinite appointment, to provide legal guarantees of fairadministration of justice, with the participation of effectiveadvocacy, to create the conditions for the introduction of the lawon legal public help," says Rybak.
