This is stated in a letter of the Ministry of Finance to Ministry of Revenues on January 24, 2013, reports Interfax-Ukraine. "Calculated consumption of motor gasoline in 2012 (taking into account imports, domestic production, exports and changes in the balance) is different from the official data of the State Statistics on gasoline consumption by 936.9 thousand tons, or 22.3%, while in the past the difference was less than 5% ... The above suggests that the large proportion of petrol market is in the shadow sector," said the letter.
The Ministry of Finance clarifies that gasoline consumption in Ukraine in 2012, according to the State Statistics Service reduced by 2.2% (by 95.2 thousand tons) - to 4.197 million tons. "The production of gasoline in the country has decreased much more - by 42.4% (by 1.201 million tons) to 1.635 million tons," said the statement. According to the letter, to cover the needs of the market, the import was supposed to grow.
At the same time, according to the customs declarations about 2.33 million tons of imported gasoline, which is 9.2% (206 tons) below the figure for 2011 was released in free circulation in 2012. "Conditional volumes of shortreceived excise duty and VAT due to the reduction of legal import and the use of separate economic entities schemes of tax evasion in 2012 constituted 4 billion hryvnia," concluded the letter.
