 Gazprom Billed Ukraine for Gas that Ukraine did not Take, Cabinet of Ministers

Minister of Energy and Coal Industry Eduard Stavitskyy considers that the demand of Russian Gazprom for the National Joint Stock Company Naftogaz of Ukraine to pay $7 billion for underconsumption of gas in 2012 is unlawful.

It is reported by Interfax-Ukraine.

"They billed us for the amount that Ukraine did not take. Therefore, I believe, from a legal point of view, Ukraine has fulfilled all its obligations," said Stavitskiy.

He stressed that Ukraine fulfills the conditions of the contract on gas supplies making payment for the consumed gas on time and in full.

"Lawyers are studying this issue, and we will give an appropriate legal response. I am confident that we will find mutual understanding with our Russian partners," said the head of the agency.

The minister also stressed that there is no conflict on this ground between Naftogaz and Gazprom, there is a legal process.

"Yes, I tell you frankly, it is an unpleasant fact, but we treat it with understanding from the point of view that there is a legal aspect of the issue," said the head of the Ministry of Energy.

He does not link this demand from Gazprom with the fact that Ukraine signed an agreement with Shell for shale gas in two Ukrainian oblasts.

"The bill was sent by Gazprom before the signing, so there is no need to play this card," said the Minister.
