 Law on Biometric Passports does not Meet International Standards, UN

UNHCR notes that the law came into force on 6 December, although the authorities are not ready to start issuing the new document. In general, the organization believes that the document does not fully meet international standards.

ZN.UA writes that the Office of the UN High Commissioner for Refugees said that the law on biometric passports passed by the parliament and signed by the President of Ukraine Viktor Yanukovych does not fully meet international standards. This was said in a statement of the regional Kyiv office.

"Regretfully, Ukraine is losing another opportunity to pass legislation that would fully comply with international standards. Because of this, a person with the status of additional protection in Ukraine will not be able to enjoy the right to freedom of movement, as there is no provision to grant them biometric travel documents. Other persons under the care of UNHCR - refugees and stateless persons - will have documents that do not fully comply with ICAO (International Civil Aviation Organization) and the 1951 Convention relating to the Status of Refugees, and will unjustly have unequal rights with the citizens of Ukraine," says the statement.
