Spanish company Gas Natural Fenosa states that it does not know the man who, on their behalf, has signed an agreement with Ukraine on the management of the consortium for the construction of LNG-terminal with the cost of 1.1 billion dollars.

Such an agreement in the presence of Prime Minister Mykola Azarov and Energy Minister Yuriy Boiko was formally signed head of the State Agency for Investment and National Projects Vladyslav Kaskiv on Monday, writes the Financial Times.

"Signing on behalf of Fenosa was a Spanish-speaking man that Kaskiv and his subordinates identified as Jordi Sarda Bonvehi (left in the picture)," the newspaper writes.

Officials at Gas Natural Fenosa claim they don't know Sarda Bonvehi. They say he does not represent their company or its subsidiaries. And, the company has not signed any agreement with Ukraine.

"Gas Natural Fenosa has not signed any contract to invest in a LNG plant project in Ukraine, nor is it leading any consortium whatsoever for the development of the aforementioned terminal. Gas Natural Fenosa has nothing under study in this regard, nor does it have representatives working in Ukraine on this issue. We categorically deny the news reports which have been circulating throughout the day in various media," says the official company statement.

Ukrainian officials claim to still believe that an agreement was reached with Gas Natural Fenosa. Speaking with the press, Kaskiv said it was the understanding of his state investment agency that Sarda Bonvehi represents the interests of Gas Natural Fenosa.

He and other Ukrainian officials claim to have held negotiations with Gas Natural Fenosa, with Sarda Bonvehi playing the role of a negotiator of sorts. Officials at Gas Natural Fenosa steadfastly deny this.

The journalists tried to talk to Sarda Bonvehi at the signing, but he declined to comment.

Describing the turn of events as "disappointing," a spokesperson for Ukraine's prime minster stressed that the country would pursue construction of the strategic LNG terminal - with or without Gas Natural Fenosa, or other investors.

However, on Wednesday Kaskiv said that the reason for appearance of information that the Spanish company Gas Natural Fenosa objects regarding its participation in LNG-terminal project is a technical discrepancy.

"I still hope that the cause of the information published by the media was technical discrepancies. Now we are holding corresponding consulting," Kaskiv said, quotes LigaBusinessInform.

"But if the Gas Natural Fenosa really decided not to participate in the project, we will treat the decision with respect because we know that it could have been made under understandable pressure," he said.

In particular, Kaskiv said Gosinvestproekt (State Investment Project) possesses a signed agreement.

"The information posted on the Internet that the company Gas Natural Fenosa" does not know anything about this project is false because the Gas Natural Fenosa Engineering (Socoin) division has been developing the project," he said.
