 Mass Obstructions for Observers Prepared for Election Day

Mass obstruction and interference is planned regarding the work of observers on October 28.

Leader of Common Cause civic organization Oleksandr Danilyuk writes on his Facebook page: "District commissions are planning to adopt a decree 'On the order of work organization of observers on the election day' that shall designate a place for the stay of observers. This decree is illegal since it contradicts Part 9 of Article 78 of the law of Ukraine on 'Election of people's deputies of Ukraine' which states that an observer has the right to observe commission members actions from any distance including during the ballot hand out and vote counting."

Moreover, Danilyuk noted that passing such decrees and actions enforcing their execution are considered a crime under Part 3 of Article 157 of the Criminal Code of Ukraine and can lead to a sentence of up to 5 years.

"Considering legal nihilism and criminal character of such enterprise, the decree does not have to be appealed or executed. And in the case of physical obstruction in observing you should behave within limits of reasonable self-defense and call the police," advised the public activist.
