Mogherini said today's council would start with the situation in Ukraine, which 'deteriorated significantly' in the past week.
"I talked about that with Minister Lavrov, on Friday I called him. And yesterday I had the opportunity to meet with the deputy prime minister of Ukraine," Mogherini said.
"We'll address with the ministers, first of all, this escalation of violence in the east, also our continued non-recognition policy of the annexation of Crimea, and also our continued support of the full implementation of the Minsk agreements, the Normandy format, the work of the OSCE," she said.

Mogherini also stressed the EU's continued support to the reform agenda in Ukraine and said the EU wants to invest in social and economic reforms that will benefit all Ukrainians.
"That is a very important part of our work," she said.
